The Federal Republic of Germany has committed €81.5 million to the Republic of Zambia for bilateral technical and financial cooperation for the period 2027–2028.
The agreement was signed in Berlin yesterday following the Zambia–Germany Government-to-Government Development Cooperation Negotiations held on Wednesday, 6th May 2026.
Permanent Secretary in the Ministry of Finance and National Planning in charge of Economic Management and Finance, Mr. Mulele Mulele, who led the Zambian delegation, signed on behalf of the Government of Zambia, while Mr. Niels Annen, State Secretary at the German Federal Ministry for Economic Cooperation and Development (BMZ), signed on behalf of the Federal Republic of Germany.
The support package comprises €34 million for financial cooperation projects and €46.5 million for technical cooperation initiatives. The cooperation programme will focus on key sectors including water, good governance, food and nutrition security. In the energy sector, emphasis will be placed on the continued implementation of already financed projects.
Speaking before the signing ceremony, Mr. Mulele Mulele called on the German private sector to increase investment in Zambia through capital, technology, and innovation to support economic growth. He reaffirmed that Zambia remains an attractive investment destination with significant opportunities across various sectors of the economy.
Mr. Mulele also expressed gratitude to the German Government for its continued support and emphasized Zambia’s commitment to strengthening the longstanding partnership between the two countries.
And Mr. Annen stated that the negotiations had successfully highlighted the strong foundation of cooperation between the two nations. He added that the significant progress being recorded by Zambia is creating a favourable environment for increased German investment.
Since the establishment of bilateral cooperation in 1964, the total volume of German financial and technical cooperation to Zambia has exceeded €1.5 billion.
